1)  Cut beef into thin strips.  Season with salt and pepper and sprinkle flour over the beef.

2)  Heat some vegetable oil in a frying pan and fry beef quickly. Remove beef from the pan and set aside.

3)  Using the same pan, quickly fry green pepper sliced carrots and season with salt and pepper. Add the fried beef back into the pan then add soy sauce. Stir-fry them for a couple of minutes then serve.
