1)  In saucepot over medium heat, cook bacon 4 minutes.  Add next 4 ingredients; cook 2 minutes.  Stir in flour; cook 1 minute.  Add clam juice, corn potatoes and 2 cups water.

2)  Increase heat to high and bring to a boil.  reduce heat to medium; let simmer for 15 minutes.

3)  Stir in last 3 ingredients.  Cook 5 minutes, or until heated through.
